Bodypart data not registering for melee weapons?

Just doing a little tweaking and modding in the GECK. I like to turn certain damage modifiers for body part (like head and torso for NPC's) up substantially. This is all well and good when using guns....everything works fine. But it doesn't seem to work with melee OR unarmed weapons; they just deal the same flat damage regardless of where you hit and that location's damage multiplier. I don't think it was an issue in FO3....at least I don't remember it being. Can anyone confirm this, or tell me if there's some other way to change this in the NV GECK?
