All the companions that you can recruit are independents. Boone is retired from the Rangers. Lily is a patient at Jacobstown but she can leave any time she wants. Raul is his own man, being held captive when you find him. Cassidy had her own caravan company. Veronica is pretty much a Brotherhood outcast. Arcade does support the Followers but he didn't have to ask for any permission to run off adventuring with you. ED-E is technically Enclave property but the Enclave is no more in this part of the world. If anything there is a recurring theme that all these people (including ED-E) are looking for a new purpose in life. Especially Raul. Perhaps the Legion simply doesn't let people leave. Plus their members are so fanatical that it's unlikely that any of them ever would. I do very much like how more fleshed out the companions are in New Vegas compared to Fallout 3, especially having their own sidequests that mesh with the main quests. That and the companion wheel makes me actually want to use them, unlike Fallout 3 where I was better off being solo all the time (until meeting Fawkes at the very end of the game.)
