Radio dim

I don't know if anybody else noticed this, but in NV when you talk to an NPC the Radio doesn't turn down for you. If you recall in Fallout 3 that if you entered a dialog session the radio would dim itself so you could hear the NPC talk; this feature doesn't exist in NV. I'm looking into it and I thought I would ask if anybody has any leads? If I can fix this issue I'm going to release it as a mod so any help would be great (and if you help I'd be sure to credit you in the mod if it ever exists).
