I bet that if you deactivate all your mods and play-test, your game will run reasonably well. Mods most definitely slow your game down. Almost all mods are designed to make things more elaborate and fancier.

Things to try (The less painful ones first):

(1) Deactive things like Unique Landscapes, Better Cities, Open Cities, and mods with hordes of NPCs.

(2) Lower the resolution of your game

(3) Lower your viewing distances for various things, especially grass. (Just turn grass all the way off by setting it to 0.)

(4) Disconnect from the Internet and turn off all other programs when playing Oblivion.

(5) Buy a good graphics card.

(6) Buy a more powerful computer.

Make that mods with hordes of NPCs or animals. I had to remove Slof's Horses because although they are undeniably beautiful, I had too many other NPCs hanging around near the stables that were necessary for various quests; and too many AI's trying to run at once slowed the game down unbearably. Either the horses had to go or the quests, and I play Oblivion primarily for quests...

you lost the bet:deactivated all mods still got slowmotion

So any advices that would help before i have a time and patience to reinstall my oblivion..

P.S from what i understood its not techincal eror becouse of my computer its eror in oblivion..
