Need help with FX and water bug

iv'e searched for days but i havent found a fix for my problem: when i go in dungeons (only there and not on the exterior map) and i move the camera fx effects and water appear and disappear

see?? water and "light" disappear when i move camera, and same happen in other dungeon ex: in wolfskull cave queen potema have this effect (the violet light around) around her and i havent:

my pc specs are:

 

RAM: 4gb

graphic card: nvidia GTX460 1 gb

cpu: AMD athlon 7750 dual core 2.70ghz

ok i have edited my post, thanks for the suggestion :)

Firstly I'd clean your esm files using tes5edit.

Second download and install the unofficial patches.

Thirdly run tes5edit with all mods loaded to see load order conflicts. I can already see a few out order mods.
