help with a new NPC

so, im getting some help with a mod im working on from someone. he sent me a nice little mesh for an NPC, now my question is.. how do i make this NPC work with this new mesh? hes a Dalek from Doctor Who if that helps with answering my question. this Dalek is essential to my mod, so if you cant help can you point me in the direction of someone who can?

 

now, down to the details of what i need help with:

i need him to be able to shoot from his left weapon stalk a electric bolt or something.

for his right stalk [the suction cup thingy] i need him to be able to move right up to the PC and kill him instantly if possible.

he needs to be able to move as if he was on weels, you see he doesnt have legs, just a flat base.

[if this is even possible] when he is on 10 health or less he should be able to kill everything in a 50 ft radius with a self destruct.
