Buggy Script?

Greets.

 

Apparently in my GECK, they shorted me three oak tree seeds and also my "No dismember/explode" setting in Weapons seems buggy.

 

I've created a silenced pistol that I like going around picking people off with (it does huge damage with sneak criticals - which may be part of the problem). I've set "No dismember/explode" for On Hit because, quite frankly, shooting someone in the torso and seeing them explode from one pistol round to the chest is immersion breaking. The setting isn't working, though, and they still occasionally explode or are dismembered when I shoot them (also, why is it that shooting someone in the head dismembers a leg...?).

 

Perhaps I misunderstand precisely how that script works. If that's the case, is there a way to write a script that does completely prevent dismember and explode?
