Windows 8 reinstall.mods now not working

Hi appreciate some help please.first here's my system

 

Processor: Intel Core i7 3770K 3.5Ghz - Highly Overclockable

Overclocking: Extreme

Processor Cooler: Corsair H60 Water Cooling System

RAM: 8GB Corsair Vengeance DDR3 1600Mhz/PC12800

Motherboard: Asus Sabertooth Z77

Graphics card: Nvidia GeForce msi 980 sli

Hard Drive: Corsair 120GB SSD Solid State Drive Force3

2nd Hard Drive: Seagate Barracuda 1TB Hard Drive 7200rpm 32MB Cache

Sound card: Creative SoundBlaster Recon 3D

Optical Drive: Sony 24x DVD/CD ± Re-Writer Black

2nd Optical Drive: None

Network card: Integrated 10/100/1000Mbps

 

The above system is just over 2 years old, I reinstalled windows 8 recently (deleted win 8 compartments as well.

Used nmm to install multiple mods Inc skse, enb etc.only about 90 though.(admittley this was a year ago apart from a few recent mods) not over modded all worked fine.

Since reinstall I can't get skse or enb to work on nmm or mo

Skse requires elevation to work, enb just won't load .vanilla

Skyrim runs fine.

My question is .are mods not working because of recent updates or win 8 reinstall gone wrong somewhere.
