multi rank pack rat perk

ok so i was thinking if it could be done to make a few extra ranks to the pack rat perk. what i was thinking of was along the lines of

 

rank 1 = items 2 pounds or less weigh half as much

 

rank 2 = items 3 pounds or less weight half as much

 

rank 3 = items 5 pounds or less weigh half as much

 

rank 4 = weigh of all light weight items is reduced by a further 15%

 

rank 5 = weigh of all light weight items is reduced by a further 15%

 

 

so basically once you reach the fifth rank of this perk any thing 5 pounds or less would weigh only 20% or what it normally would. could any one make something like this? i saw there was another mod that changed this perk to make it so all light weight items are weightless completely, i figured making everything weightless would be a little to "overpowering" so to speak. so then i thought of this idea to make the perk ranked. let me know what you guys think :)

I too would like this, but the thing is it's very hard because the developers for some reason made the effect of pack rat something hard built into the game, and the perk only enables it. I don't know if you know anything about the GECK but if you've seen how they do Mysterious Stranger or Concentrated Fire, it's kind of like that where something gets set to 1, the perk entry isn't something like "modify item weight" with a percent and a condition saying >= 2 pounds.
