Fallout 1/2 armor/weapon system? Can it be done?

Well as the topic implies I am wondering if it would be possible to make a mod that puts in several different dmg types like it was in Fallout 1 and 2, as well as re-do the armor system to complement it.

 

Now I'm not sure if it's possible but could FNV be modded so that armors have stats like FO1/2,aka specific resistance and DT for each type of wpn dmg (bullet,plasma,laser,explosives,pulse,melee...)

 

Take old gauss rifle for an example, it did standard dmg but it had an extremely high penetration ammo so basicly it did close to same dmg to power armor and unarmored foes.Or gattling laser in FO2, it did monster amounts of dmg vs unarmored and leather but had almost 0 dmg vs Power armor or Tesla armor due to it's very low dmg per bullet and high resistances vs laser on metal/tesla/power...but it still ripped Deathclaws to shreads...
