Custom Radio Can't Play Custom Station

I'm trying to create a custom radio station to play on a jukebox. The radio station plays fine in the pipboy but I can't seem to get it to play on the jukebox.

Here's where I am right now

1. I have the quest, talking activator, and the sound files set up exactly (as far as I can tell) like the Mojave Music Radio

2. The custom radio station plays either mp3 or wav files just fine over Pipboy.

3. I have a jukebox activator object that can play any of the original stations, but not my custom one or Conrad radio.

4. I have looked around both FO3 and FONV, and haven't been able to find a single mod where a radio/jukebox can play a custom radio station.

 

I might be missing something somewhere but I have no idea where to start looking. Please help.
