Lights In My Game Give Off A Blue Hue

Alright so If you see the pictures you can also see the problem with the sky how it reflects some weird textures I have had this problem for a while now but just dealt with it only comes up if you look at the sun and it will happen occasionally, but recently my game got the blue hue to it, it only happens outside and all the lights give off the hue at night so the lanterns and stuff give off the blue stuff to I have tried disabling alot of my mods I have disabled my end, my follower, Nevada skies, Rudy ENB, Project Nevada, and Flora Overhaul I was hoping you guys could help and when I try to find this issue people are saying it is when you follower eats something I am 100% sure that isn't the problem.
