Load order help!

So here's my issue. The grenade hotkey is not working for project Nevada the grenade key to work. Any help would be lovely. I'll be pasting two load orders the first one is one given by loot. This load order has a problem though. This order causes the FOOK MCM menu to disappear which gives major problems as it still influences the game, but I can't edit it. The second one is my best attempt at fixing my load order. The second load order gives my power armor helmets an overlay which the loot order removes and it also adds the FOOK menu to MCM, but the grenade hotkey still does not work.
