Frozen at "Departing Paradise" at the end of Honest Hearts.

I get to the cutscene with Joshua Graham, and had to open the console and use enableplayercontrols to talk to Salt Upon Wounds to trigger the finale. I elected to talk Graham down and spare Salt Upon Wounds. Cue the cutscenes, fade to black and I reappear near The Southern Passage, a Map of Zion is added to my inventory (or whatever the maps name is) and I get the quest message to depart to the Mojave Wasteland. Still frozen. Open the console, enter enableplayercontrols, enablefasttravel 1 and I drop to the ground, but am still frozen, can't move, holster/unholster my equipped weapon, etc. I can toggle the Advanced Recon TAC, Low Light vision, stealth field, and NVECs night vision mode with their assigned hotkeys, but that's it. I can't toggle 3rd person view either. If I use TFC, I can change weapons, zoom in and fire too, but can't interact with anything. exiting TFC, my gun is now shown in first person mode. I tried using setstage to move the quest along (the only stages for Departing Paradise are 10 and 100), tried resetquest and completequest, to no effect. COC to the Northern Passage and I end up just outside the door to the Northern Passage, but still frozen. I've tried using the "activate" command on the door to the southern passage from the floating view in TFC, but that only yields a CTD.

 

Last time I had a problem like this was with Lonesome Road, and it was a conflict between Nevada Skies and the scripted storm that occurs when you return to the Mojave. I don't have that installed this time, though I do have a fair number of mods installed. Currently, I'm running NVEC+NVCE, merged patches of Apocalypse Girls, Millenias, Vegas Ordnance Pack and a few other weapons packs, The New Bison Steve, Liberty Loft, Underground Hideout NV, Russel, The Inheritance, Electro-City, Advanced Recon, More Traits and More Perks, A World Of Pain, MCM, WMX, Caliber, and Project Nevada, among the most notable.

 

Can I kill myself and respawn to clear this, or what? I do have saves right before I trigger the final cutscene in "Crush The Whitelegs" and immediately after sparing Salt Upon Wounds in the few seconds before the cinematics play, so if there's something I can try prior to that, I'd love to hear it. Or some other means to re-enable movement so I can open the door to the Southern Passage and complete the quest normally.
