Human body with Rex's head?

I'm incredibly new to making mods myself, and my knowledge is pretty much limited to editing already existing mods, and creating NPCs. I was wondering though, if it's possible to create an NPC that has a human body, but with Rex the companion dog's face, looking forward at the player. A friend and I have an idea for an incredibly ridiculous quest that involves a character like that. If someone could make that happen, I'd be very grateful, and I'm sure other people could get a kick out of it too. With how silly some of the stuff in the standalone game is, this doesn't seem entirely out of place, right? :P

well, i can tell you that this is possible, but it won't be perfect

basically, you can make a mask out of Rex's head, and add it to the NPC as an unplayable item, so it can't be looted from him, hence this will always appear as his head

it was done on Fallout 3, and was used in some videos posted on Youtube and such

 

of course, the problem is that the person won't have an animated face, so you won't see the face moving when he speaks (at least, i don't know how to animate it properly) but it can be done

Not to bad compared to what went through my head... for what ever reason my brain went to "Mars Attacks" with the girl who has her head swapped with her Chihuahua being in the Atomic Wrangler as a prostitute. Either the girls head on the dog, the dogs head on the girl or both. I'm ashamed of myself really. Truthfully I'd probably kill her or the dog every time I saw them. Just for giggles imagining getting good karma for killing them as its mercy.
