There isn't any Imperial Quest in Morrowind that you can't do without the need of a hint sheet. It does help to access the on-line map sometimes as directions the NPC characters give you usually vary from misleading to wrong. Try to do it without the hints first. You'll get a greater feeling of satisfaction (IMO).

 

MW isn't a game that sets intricate puzzles.

 

As I've posted elsewhere that the vampiric quests and the Morag Tong Grandmaster writs are not as well signposted as others and Eltonbrand is positively arcane. But main, guild and Great House quests are all relatively straightforward. (This is not the same as saying that they are not challenging at times.)
