Broken Water

My water is broken, screenshots are attached.

The distant LOD water is fine, as you can see, its just the water close to me thats white. I tried turning the water shader off in the oblivion.ini file, which turned it almost normal until I touched it, at which point a little square around me would turn white, and it also removed the distant water, which looks really bad.

Ive looked all over and found nothing thats helped. I decided it was time to take my search to the community, and I hope you can help.

It looks like a very annoying problem, do you mind giving us your pc specs. and if you've updated your drivers (good measure: any mods you've downloaded). The people on the forum are pretty "on the ball" with technical issues, so im sure someone here can help you.

Ive downloaded quite a few mods, but after turning them all off, and even copying my brothers entire oblivion folder (his works fine) the problem hasnt gone away. Seems like it would be a problem with a graphics card or something physically wrong with my computer. I updated my video card drivers and virus/spyware scanned, but Ive come up with nothing. If anyone could point me in the right direction Id appreciate it.

Do this as a last resort; Just backup your saved games and uninstall Ob. remove any parent files and reinstall it fresh, its a pain in the arse especially if you have lots of mods.

If you can wait, for another response then please do.
