for the mods, you don't have to pay (in fact, i am pretty sure that no one can charge you for mods, unless they were made by the creator or publisher of the game)

 

and if you are asking about the programs for modding, then mostly no

unless of course you want to make textures using photoshop, which you will have to buy

but there are free modding tools for every thing you might wish

All of the mods found on any of the Nexus sites are absolutely free. If you find one that demands money, report it and we will remove it.
