Fallout 3 Crashes Immediately After Starting

Alright. So I know this topic might've been posted millions of times, but I think mine is quite different. So to begin, my computer specs:

Windows 7 x64

AMD 2.4 GHz x4 Phenom

8 GB RAM

ATI Radeon HD 3650

1 TB HD and 250GB HD

Anyways, I got the Fallout 3 GOTY edition early this year, and in the beginning, the game worked fine - I played quite a while on a clean, vanilla game. I haven't been playing for a while, but recently, I've started playing again. I was still playing the unmodded version earlier this week, and I started to install some mods yesterday. After installing several dozen mods (using FOMM), I had a few missing textures in the game, which created annoying exclamation marks across the game. So I just went back to FOMM and deactivated all the mods. But afterwards, the game, which should be clean with everything removed, started to crash whenever it got to the loading screen (which is, I believe, the first slide starting the game with what looks like a TV testing card). Since then, I've tried uninstalling and reinstalling the game several times already, changing the directory, and even booting it from my other hard drive, which I had the game installed and untouched when I first got it back in January. But its all been to no avail. Each time, it crashes at the same screen. And now, it doesn't even get to the loading screen--it just crashes immediately when the screen is still black. And this is from starting a CLEAN version of the game!

 

Any help for my complication is welcome. I really don't want to reformat my entire computer, but right now it seems as if its the only way if I want to fix this problem.
