Ok so i have no idea if some of my mods are conflicting or if my game is bugged to begin with, but I have come here in hope that some one can solve the issue.

On to the problem all I really know is that for what ever reason I couldn't talk to people, now granted it wasn't everyone it was only a few people. But lets be honest not being able to talk to a jarl kinda sucks.

If anyone can help that would be awesome.

I got the same problem. This usually happens after entering dungeons (f.ex Dark Brotherhood's Sanctuary or Embershard) I as well would really like to know what caused this. . .

Maybe if you write your mod list i can point at those we got in common and then test on skyrim on which affects us in a bad manner, Just a suggestion.

So the only mods i believe her can have some impact is FNIS and maybe Climate of tamriel audio thing, Idk tbh. I re-installed Skyrim completly. But i think Unofficial Skyrim Patch might help with things.

Have you tried turning on Papyrus logging? Sometimes that can reveal things.

Actually, I just did a quick Google search and found this:

Seems there's a bug with the Dark Brotherhood where you can't talk to NPCs while wearing some sort of sneak hood/cowl. I'm not sure what that is since I haven't gotten to any of the Dark Brotherhood stuff yet (my game keeps bugging out on me; I think I have gremlins).

Jimmyjojo is right, you cannot talk to NPCs when wearing a hood or a mask, sometimes default items or sometimes added by mods.

My suggestion: Keep the item favorited and take it off when you need to talk and put it on when you are adventuring
