I cant login to LIVE in Fallout 3

i recently installed fallout again and tried to login to LIVE to re-install my DLCs that i bought some time ago. however whenever LIVE tries to download my profile it always fails with an error message saying:

 

"The profile could not be signed in to LIVE. There may be a Network Problem or that Windows Live ID may not be available"

 

i was able to go on the actual website and login so i know that the WL ID is still there so the problem is with the network.

 

i thought that downloading the Games for Windows LIVE client might help so i downloaded the setup but whenever i tried to use the setup, a message would pop u and say Install failed.

again, it would say that my network is the blame.

 

please, can someone help me with this? the first time i installed fallout, i didnt have to do any of this nor did i switch my router since then.
