They make too much money releasing small plugins than they make trying to do another expansion (after all the programming, voice acting, graphics work, ect.) They've probably made more money from people buying the plugins than they've made from actual sales of the game. In short, not gonna happen, no sense in getting worked up over it. But an expansion would be nice. I just don't have a clue of what it could be. I don't think they would use a whole province for an expansion. It is possible because of the production costs. It takes much more money for Oblivion to make even more voice-acting than is usually required for a plug-in, more graphics designing, marketing for the new expansion product, and then making the expansion product, boxing it, shipping it everywhere, etc. With a plug-in, they get the voice-acting, make the code, and then just put it on the web. You forgot all the advertizing and other promotional stuff they did for Oblivion. Then you have to figure that while an expansion would only be viable for PC, all these plugins can work nicely with the several thousand Xbox players, as well as the PC.
