For all I know, it could add a comic into the game, readable by the PC, which WOULD be a mod. However, as it turns out, it's literally just pictures. I was unaware that this was allowed in the "files" section instead of being contained within the "images" section, which in turn caused my confusion.Was that a good enough explanation for you or do you want me to dumb it down for your idiot brain?
