You'll be relieved, then, to know that my copy of the game is from Steam. I'll try to load the save on a friend's computer in the next few days and see if they still have the problem. I can also try reinstalling it again. The only reason I'm skeptical about the issue being hardware is that when I load a save from before the cutscene in question, it sounds just fine. That being said, I'm not ruling it out. If I find anything, I'll post here.

upload the saved game just before and at as well of this bug, to the site "2shared.com" so I can obtain it and test it, that will have the needed extra data I also need, the load order of the game as it runs there within it.

I also need to know the games file sizes of both the engine "fallout3.exe" and the games launcher.

If there is a problem with either, the game will "skip"..have problems decoding 64hertz sound files when the script fires.

this has to do with other factors too, mainly the codecs involved, fdshow has an inherent problem of causing weird things to take place, some even have a problem with the mike not being plugged in because of system settings for other things..5.0 surround sound and such as it is, you need stereo to be set in the systems players.

 

But the script is the key, that is the target...all things ionv9olved at that moment are involved, this includes system software's that are installed, any tweaks, gimmicks such as Fose / script extenders..and a host of other things too. Those are the basics.

I currently have that last edition of the windows ten insider edition that does not use or kills the use of some hardware's even though the drivers are intact and working...windows kills them cold....something to do with licensing on file specs they want not to use any more.

They want to remove Legacy device groups in order to sell more newer products.. I can't say I blame them considering how things have progressed lately.

 

Fallout 3 runs on it too, but the drivers !, graphics ...oh boy. needs a lot of work still. Another fish to fry as they say.

So, my radio suddenly works perfectly. I decided to continue playing with the radio turned off, and suddenly I heard one of the radio songs start playing out of nowhere. There was no radio I could see, I confirmed my radio was off, and the sound was crystal clear. I kept the Pip-Boy radio off, and eventually found in game radios. These sounded just as crisp, though quieter. When I left the Taft Tunnels and emerged in front of the Citadel, I tried to turn my Pip-Boy radio on out of curiosity. And it sounds great! Thanks for your help, but it seems the issue fixed itself.
