Spawned Enemies In My Mod Flee (Need Help)

In the mod I have been building, there are devices that spawn enemies. Whenever I spawn any hostile creatures (supermutants, dogs, radscorpions, etc.) they flee without attacking (even the Behemoth). The only one that doesn't flee is the NPC toting my uber-rifle and light armor.

 

Anyone know what the problem is and how to fix it?

check factions. If factions are good check packages.
