This sounds like a scriptable event, perhaps actually changing the control may be impossible, but perhaps forcing the PC's inventory to change temporarily (which is possible) and if its possible change the PC's face and race to match the NPC's then disabling the original NPC. But I'm not actually a scripter although I have a sense of how they work.

 

Hope this gets answered since this would be great for a lot of mods, instead of playing as the courier, you could set up flashbacks as other characters (like Halo ODST), play as your companions for short periods, etc. Play as historical members of the wasteland (like in Anchorage DLC) It could open up a whole new side for mods for a lot of reasons.
