Are any changes made post quest

I was going to add some buildings and stuff in a few different areas,

I just wanted to know, do any areas develop or change in any way once quests are completed.

 

For example, once freeside is cleaned up, are the farms to the north utilized, or do people appear?

 

I dont want to put anything down that gets in the way later.
