That would be something.. hmm
A script that checks what a NPC have in there inventory and then some "dialog" options that "target" the item. and a barter "check" to see if you are able to convince them ( in FO3 they had "%" checks, dont know if that function still exist in FNV).

Im not a very good script:er or moder, but I think its manageble.

or maybe a barter check, and if you succeed it opens up the barter menu?

but the prices have to be increased dramatically to make it more practical to buy it from a dedicated store, buying things off random people on the street should be situational
