Game freezes with high textures enabled

Fallout 3 freezes everytime when I'm here

and high or medium quality textures are enabled. I'm using FOMM to launch the game, newest driver, patch 1.7, various mods (but that's not a problem since I deactivated them and the game still froze). It's the game of the year edition.

When I just use low quality it just freezes for a second and I can play on. OS is Win7 32 Bit.

What can I do about it?
