Wearable Black Armor Mod

Could anyone mod the Rangers' SWAT(Black) armor so you can wear just the armor with the option of putting it on over other clothes? There have been other mods in both FO3 and NV that let you do this with tactical vests, but I couldn't find any for NV that look good/fit the lore.

 

It'd be medium armor with DT of, say, 10, maybe 12? It would still be repaired with other medium armors/jury rigging perk armors/NPCs who offer repairs.

 

It would be found in a footlocker in Searchlight Police Dept and the Nevada Highway Patrol station, and could be bought from vendors in Goodsprings (Chet), Crimson Caravans (Blake), Hoover Dam (the Quartermaster), Vault 21 (Maybe?) and Mojave Outpost (Lacey).

Aesthetic changes:

-Change the "A" in "LAPD" to "V" to more accurately fit lore.

-Maybe make one version with that snap on belt on the armor, and one without it.

-Preferably leave the texture and color intact for the first version. Later versions can get color makeovers.

 

Additional:

It makes sense in terms of story/lore; all you would have to do to get it is take off the Ranger duster :P

It also makes sense that the pre-war officers of the LVPD would have riot armor of their own, just like the LAPD where the Rangers from the NCR get their armor. That's why I suggested Vault 21 as a place to buy it; it's in the city where the police department had to have existed at one point.

Oh, and unless that water carrying thing or whatever it is on the back of the duster is attached to the armor, leave it off.
