Semi-hardcore

I'm not very handy with the G.E.C.K. and I couldn't find the appropriate settings regarding the behavior of stimpaks.

Thus, I have a quick question; is it possible to have stimpaks heal over time instead of instantly, without having to activate Hardcore mode?
