It's not really what you're asking for but this may be an alternate solution:

 

One enchanted item that many of my characters have is a:

 

Belt of Stamina

Exquisite Belt

Constant Effect

Restore Fatigue 1 to 15 pts on Self

 

Equip and unequip the belt until you get a high Restore Fatigue value. Then just keep the belt on forever.

This is often the first CE item that my characters aquire. Its nice to run and jump and swim and fight at top speed without ever getting tired.

The following are differences between OB enchanting and MW enchanting, with the caveat that I haven't ever created my own enchanted items in Oblivion.

 

The Enchant skill: Higher levels decrease cost of use, and increase odds of successful creation. Regeneration rate may also be affected, not sure about that.

 

Creation: Enchanted items can be created by anyone who has a filled soul gem and an equippable item. Scrolls can also be created, but the only common item that can be used is paper, and it has a very low capacity.

 

If you don't want to risk destroying the soul, you can visit an enchanter, and pay them to create an enchanted item. I'm not sure if you get experience for this. It should be noted that this method ALWAYS is successful.

Activation: There are three options: Cast on Use, Cast on Strike, and Constant Effect.

Constant Effect: Can only be created with very powerful souls. Golden Saint and Ascended Sleeper are the only non-unique creatures with sufficiently powerful souls.

Cast on Use: Works the same as casting a spell. Select the item in your Spell window, assume casting stance, and cast away.

Cast on Strike: Is automatically cast when you hit something with the weapon it is on. Certain problems can occur, depending on the weapon and spell range...see below.

 

Range: Three options: Self, Touch, and Target. They work as would be expected, and Touch and Target can have area-of-effect.

 

Magnitude: Minimum and maximum, not sure whether there's any bias or not.

 

Area: Mostly what you'd expect, exept that line-of-sight is not considered. For instance, when I was asked to take care of some 'bad people', I locked myself in a closet, and used a large-area Touch range spell on the door.

 

 

Problems with Cast-on-Strike and ranges

Long weapons (spears and such) may not successfully cast Touch range spells, unless the player is close to the target.

Target-range spells may miss what the player hits completely, potentially flying downrange and hitting someone else.

Bows should NOT have cast-on-strike spell, as it will not trigger.

 

Bound Items: NEVER put a constant-effect Bound $ItemType enchantment on something of the same type. This will cause a CTD if the item is equipped. Constant-Effect bound weapons may fail to remove themselves when the item is unequipped, one of my mods fixes this.

 

I also have a mod that adds an NPC in Tel Naga who sells high-capacity parchment and throwing weapons.

Exactly so.

 

So you need:

1 Restore Fatigue Spell

1 Grand soul gem

1 Golden Saint

1 Exquisite Belt

Lots of Gold

 

There are enchanters in Mages Guilds and elsewhere who will enchant items for a fee. You don't have to be in the Mages Guild to do enchanting in Morrowind.
