Dynamic Moonlight

So I have been playing Fallout with Fellout. I hate the darker nights. The night sky alone in an un-light-polluted sky, the stars (a lot of them) alone would provide fair ambient light on clear nights. The moon has its own lovely light emission as it goes through its cycles.

 

So I thought... hey... it would be cool if the nights lighting would change to match the phases of the moon. Obviously on new moon nights it would be pretty dark. On the full cycle though it would almost be like a white-blue twilight during the night. I've searched for this sort of thing but have come up short.

 

Can it be done? I think so with the help of some ingenious scripting and some exercising of FOSE. I tried searching myself for variables/settings but my knowledge of how lighting/shaders are handled isn't complete. So anyone else think this would complete some of the "darker nights" mods?
