TESnip will just break things.

 

Load the mod in FO3Edit, go to the header, change the name from Fallout3.esm to FalloutNV.esm

 

Copy the file to the new vegas data dir, load and save it in GECK, and recompile any scripts.

 

Done.

 

If you don't have FO3, you can temporarily rename FalloutNV.esm to Fallout3.esm make your changes and then change the name back.
