Level Scaling Mod Help

So I've decided to play the game again after it's been collecting dust for 5 years. Figured the best way would be to knab the steam version since I never did end up purchasing the DLC. (Awwwww yee, horse armor.)

I've been slowly reintegrating mods that I've felt only minorly adjusted the game; the unofficial patches, the fix for psychic guards, better ragdolls, character overhaul for the ugly disgusting porridge faces, etc. The only mod that really changes the base game I have running is Kvatch Rebuilt. Anyways, I had been playing for a while like this when I realized I forgot one very important mod as my level 12 character entered an ayleid ruin and had to slog through bandits geared in full mithril and absolute health sponge skeleton heroes. Seriously, a bandit ringleader had a mithril cuirass that gave him invisibility and an elven sword with 15 fire damage on it. No, not like %20 chameleon, I mean INVISIBILITY. I NEED a mod that makes it so that every single fight isn't with a goddamn daedric prince, and makes it so that troupes of demigod bandits aren't walking around in full glass armor by the time I'm level 20. It's not exactly like I find it super difficult, it just gets tedious and also breaks "MY IMMERSION!"

I'm familiar with most overhaul mods, (Oscuro's Overhaul, MMM) but considering what I want out of the mod I would prefer to use Francesco's Leveled Creatures mod, but since planet elder scrolls has gone poof it seems most mirrors for this mod are lost to the internet void. The only version I've found on the Nexus is the newest V5 and it requires Wrye Bash, which honestly I vehemently refuse to use. I know that might sound stupid to some of you but I'd prefer not to go through it's install process just to get one mod working, and possibly not even know how to use it. I honestly have no clue why the fool Francesco decided to do away with the handy .exe installer in previous versions. However, I remember being able to use the Oblivion Mod Manager for an older version of the mod, but like I said, any older versions have gone poof in to the void.

I'm not sure what I'm asking here, but I suppose does anyone happen to have an ancient zip folder of Francesco's mod sitting around on their system they'd be willing to upload for the greater good, or a link to a forum post I've missed in my combing where someone had my exact same problem and a download link or a nice alternative was procured? Even some knowledge of a mod similar to my needs would be great.

Did some more soul searching and I managed to find this gem http://www.nexusmods.com/oblivion/mods/45534/?

It really seems to have most of the features I crave, and the developer promises more updates after a hiatus. It even does something better than Francesco's with altering WHERE creatures can spawn in addition to changing what spawns. The only real thing I don't like is how ridiculously scarce he's made most of the armors, dipping down in to the opposite problem that vanilla has. The mod also does not have Shivering Isles support. Yet, at least.

I might try it but uninstalling seems to be impossible without using a backup.

Just updating in case it happened to be something someone suggested.

Perhaps this mod will be of help: Regarding not using Wrye Bash... sooner or later unless you stick with a lightweight load lists, you will want to pick it up. Without it... it would be almost impossible to mod your game. See here: http://wiki.theassimilationlab.com/tescosi/Main_Page. Please note some of the information are outdated but most of them are still relevant. I suggest you read through the advantages and disadvantages of using OBMM and Wrye Bash. It's not as difficult as you think. Good luck.
