When LlamaRCA updated Willow, she flagged her esp as an esm to correct unspecified "navmesh issues". You might try talking to her, see if it was something similar to what you're going through that the flag fixed.

It works! God knows how but it works - converting to an .esm alleviated all issues. I'd still like to get to the bottom of what was happening but... hell, it works.

 

Sincere thanks to all posters and everyone who decided to message me instead of posting here, in one afternoon a problem that has been halting me for two months solved.

 

Well, back to the grind of the GECK.

@Mish - this bug was identified and the solution found fairly early on in the modding life of FO3. There was at least one giant thread about it over in the FO3 Geck Beth Forums, but I can't find it. The search function over there has been torpedoed by somebody and it's nearly impossible to find anything over there any more.

Unfortunate, I'd really like to know what was causing it. Converting to an .esm is not perfect, but more than acceptable.

 

I found it really strange that I could find no information regarding it. Maybe my google-fu is getting rusty.

The game's bloody busted. Turning your esp into an esm fixes a multitude of bugs that seemingly have no cause, mostly centered around NPCs and their AI. Combat Styles, AI Packages, Navmesh Processing, Skin tone, it fixes a lot of things that shouldn't really occur but do. Possibly an unknown field of data that hasn't been decoded yet by FNVEdit and the GECK doesn't save - because it too is busted.

I have been having issues with all of these things, combat styles was another big one but I thought it was maybe completely borked as neither Bethesda nor Obsidian made creative use of them.

Super glad you got it fixed, the skin tone thing has always bothered me until I knew I could fix it by flagging the .esp as a .esm. Annoying. D:
