Quick question for Oblivion modder

Sorry if my questions have been answered elsewhere, but I would like to know how similar FO:NV modding is to Oblivion modding. about the same construction set? still .nif and .dds? Anything I need to know about collisions or normal maps? If I could get a quick answer or a link that would be great. Been playing the new fallout on 360 and just got it for PC.

Alright, thanks. Didn't want to open start it up and realize I have the wrong file formats and whatnot.

 

EDIT: I forgot, one last thing, is there a seperate program to unpack FO: NV's BSA?

Would one for FO3 or even Oblivion work?

Another question...

 

Setting a new model is different from Oblivion. Instead of just picking the .nif and being done, I need to pick a .nif, and then a first person texture? The "first person model" is asking for a .dds, and the texture I pick uses a .nif model. I am really confused as to how the game model I choose does not affect the model of the item, but the "model" texture I pick determines the model.

 

If I want to have a mesh to call on multiple textures, how would I choose them all, if there is only one slot to pick a texture? I'm not actually finding any place to even pick an actual .nif to choose what the equipped item will even look like.
