Weapon Mods Removable

Since I have no MOD understanding really just the basics anybody that can open G.E.C.K up would understand (which is absolutely nothing), I am here asking if it is possible to even do this... Making a mod where when applying a mod on a weapon it also will give you an option to remove the mod on the weapon too, also would it work custom weapons and mods too or would you have to patch them into it?
