Yes. I have given him arrows as well as the arrows he already had on him when he is acquired. You can see the quiver on the back.

Well....must be a CM Partners bug. You could try taking any other weapon except a bow and arrows and see it that helps.

 

But, short of making a standalone companion, and scripting I find difficult though I understand the very basics, it might have to be a bowless companion. Or, you could try making your own using the companion tutorial on the Oblivion CS Wiki.
