Can`t add items to Ralphs` invetory list

I managed to add items to other vendors but it seems that i have difficulties adding items to Ralph. I can`t see the cell where Ralph is located.. i can see only Ralph and Mick but no items, walls, objects, etc. I added a vendor chest somewhere in that cell (FreesideMickandRalphs - 0010E02A), followed the needed procedures.. but items are missing from his invetory. How could i solve the problem?

 

And one offtopic question: Is there a vendor in Jacobstown? I didn`t get there yet but i`m working on some mod and i would like to add the items to a vendor located in Jacobstown.
