I've just re-downloaded Skyrim and a ton of mods and I can't start the game.

Whenever I try to launch I get the error

When the game first installed I ran just the launcher to get passed Steam's first time setup, but never ran the game. I then downloaded a bunch of mods and installed them, along with SKSE. Tried running the game, and this error. I deselected a few mods to try and find the problem, same error. Deselected every mod, same thing.

I uninstalled every mod

Tried running the game through the launcher

Tried running the game through SKSE

Verified the cache

Tried running as Admin

Ran TESedit

Nothing worked and I still get this error. I would really prefer not to download the game (again) because my internet is slow and it took about 3 days to download.

Any help is appreciated.
