command that resets everything the NPC is currently wearing instantly even during combat

is there a command that completely resets an NPC's inventory so they immediately equip the best weapons and armor they have, even during combat?

because I'm having an issue where I can't get the NPC to equip their best weapon during combat, and adding and removing a high value item to their inventory doesn't seem to work
