XCOM EU willpower, willpower penalty, and psi chance

When im playing Xcom I want to play Xcom and not pokemon where I have to keep recruiting soldiers until I get one with good willpower and not only that but why save a soldier who is now useless because he almost bleed out and now has a willpower penalty....I also don't like it when I grow attached to a soldier and then never use him again because he has no psi ability. I would like to point out that these soldier are the best the earth has to offer and are genetically enhanced and so why are some psi inclined while others are not? Also are they not given psychiatric evaluations to make sure they are capable of defending earth? Can someone fix all of this by making every soldier get max willpower per lv and starting willpower, get rid of willpower penalty, make every soldier 100 percent chance to have psi.
