How to add Custom Dialog

So im making a mod that add a small squad of Spartans from the Halo series to a place outside of prim. They have a small camp. Now i want to add a quest, but to do that i need to know how to make quest dialog, or dialog in general. Does anyone know how i can do this, or have a link somewhere that can teach me? Also, i was wanting the quest to take you to the old nuclear testing site but i want to get rid of the radiation, is there anyway to do that?
