Crashing on start up but not missing any masters

Yeah this is really weird, I went to play new vegas some this morning and when I loaded up the game it crashed. I figured I was missing a master file because I did remove a few mods from my game last night because my game was being a little choppy and there were some mods I was using that were either purely aesthetic or just not worth the performance loss on my system, these were mods like nevada skies and burning campfires. I digress I load up FNVEdit to have it search for whats missing in my game and I start looking at my load order in NMM while that goes. FNVEdit finishes and tells me nothing is missing and as far as I can tell looking over my LO my self I found the same thing, nothing is missing or being improperly loaded. I ran LOOT just to be certain and tried again, same thing happened though the game made it a little further this time. Before it barely made it to the pictures of the mojave and now I got to the ranger just before the menu came up. I just had steam verify the games cache and that gave me nothing out of the ordinary either. All this said last night my game ran perfectly fine, this problem did not occur. I'm going to continue my testing and see if i can figure this out or at least get the game working by random dumb luck but I wanted to make a post on here ASAP since it can take some time for people to find the topic and maybe offer me some help or insight. My LO is below for you guys to see if you find any problems, the mods labeled

ss2 are my own i've made for personal use in my game, they're completely standalone and I know they have everything they need to work properly, same goes for the file PerksNoStatRequirments, i'm not a fan of perks needing certain amounts of your SPECIAL stats so i've modified every perk in my game with that file to not require stats and only need levels to be taken. This file does edit other files like project nevada or more perks however.

 

Edit:Just loaded up the game with absolutely no mods loaded. Every ESP was turned off and the game still crashed.
