Scavengers missing dialogue option to buy and sell

None of the un-named scavengers in the wasteland have the dialogue option to let me buy or sell. Unless I'm going mad I'm sure they all used to?

 

I have a number of mods active in my game, I thought perhaps one of them is screwing that up. Has anyone else come across this?

can someone help i have been trying to launch fose with mods from nmm turned on and it dosent work then to play the game normally i have to re install it i could only use fose and mod for one day got back on the next and it started to crash my before it even got to the menu again
