Hollow NPC bug in Fallout New Vegas

Hey. First of all I'm sorry if this isnt in the correct place, however I've been searching for a solution to this with no luck.

Recently I've been having a strange problem with random NPCs. The problem is that they're 'hollow' almost. There seems to be no collision with bullets. and even VATS wont pick the enemy up. It's like they don't have a hitbox. I've tried the "Kill" and "Kill All" commands. However they dont do anything towards the random NPCs. "TAI" wont even work, instead I have to manually click the NPC and use "TAI" to run away from them. This is frustrating because I cannot kill them, however they can kill me. I made a video on Youtube about the bug to let you guys see what the problem is and if you can, give me a solution to it. :mad:

I'm not sure it's the "hitbox" as I think that's the capsule on the skeletons and you wouldn't have some that have them and some that won't because it's my understanding you can't replace custom skeletons for NPC's like you can custom skin textures, eyes for races. But if you feel it's something along those lines you might check and see if the offending characters have a modified body part data. If they do, perhaps their damage multiplier is 0. Or if they have no body part data, that might explain why they don't show up in Vats. Might be a lead worth exploring.
