Looks like one from either "More Hairstyles" or "Tucked Hair", (I have both installed) with possible use of "PineappleTree's Vibrant Colors" or "CC Tints and Tones" to get the silver-bluish cast to the white hair.

Actually... looking at the armor the character and the NPC are wearing.... I dont think that's dragon age. And I dont remember any battles on a boat with a sail.

isn't exactly the "Dragon Age Wiki", but since it does identify the NPC as Fenris:

 

That means it's a screenshot from DA2, and therefore: a) If that hair is available, it may be new in DA2, and b) That exact hair may not even be available as a preset, but only be a custom look for that specific NPC.
