How to make GUNS to inflict the same damage at 1% and 100% condition?

According to G.E.C.K. I changed formula "GunConditionPenalty = fDamageGunWeapCondBase + fDamageGunWeapCondMult * WeaponCondition" to "fDamageGunWeapCondBase = "1and "fDamageGunWeapCondMult = 0".

But it seems it does not work.

What else can I try to solve this? (Or maybe my figures are wrong?)
