Abramul
I would suggest you either create a new region, with the appropriate climates, in order to test it, or simply hijack the weather of an existing one. If you want, I'll do another of my "Learn it Myself" walkthroughs.

Abramul
I haven't actually tried this, but here you go... I would suggest starting out WITHOUT the rain, as it may be obscuring the sky. Then, open the relevant weather pattern in Natural Enviroments. Take a screenshot, and put it in your preferred graphics editor.Open your mod, and select the weather pattern you're making.Clone the slider values and image paths.I haven't seen NE myself, but I would guess it uses a blue background (upper), with the rainbow in the foreground (lower). You'll want a cloudy background. Test this, and if it works, continue. As the wiki is down, I can't determine the precise effect of the Begin Fade In and End Fade Out sliders. I would guess that they either determine how far the rain continues from the player (and thus the obscurity of the sky), or they determine how long of a fade in/out is used when weather types switch. For now, try a low value for both of them, with the fade out slightly higher. If this doesn't work, try a low value for Fade In, and a high value for Fade Out. If this doesn't work, I'm not sure what you should do next. Personally, I'd try modifying the transparency of the rain, but I have no idea if that would work.
